The Federalist Papers consists of a series of 85 articles/essays written by Alexander Hamilton, James Madison and John Jay, under the pseudonym ‘Pablius’, between October 1787 and August 1788. This running ideological commentary on the crucial issues facing a democracy incorporates ideas on the separation of powers, the organization of government (executive, legislative, and judicial), and the de-centralization of power (or federalism), and how these ideas impact the practice of government.
How can this indispensable text be pertinent two centuries later, to the Arab reader? This work provides the theoretical (as well as American case-study) foundations for concepts such as ‘decentralization,’ ‘federalism’ and ‘power-sharing’. These can help address concerns over the lack of legitimacy in the political reality of Arab governance and more specifically, the tendency to centralize power. Although written for a specific society at a specific time, the concepts continue to hold the validity and authority to speak to other communities. |
